What does a Phase I ESA cost? This is the most often asked question we get from new customers. Its odd that our qualifications and experience are not of more interest than price. But hay, money does make the world go round. The problem is, we can't answer this question without knowing something about the property. Its like asking a builder, "How much to build a house?" without telling them the size, what the finishes will be, and where it is located. The fees we charge for a Phase I ESA will depend upon the following questions:
- How large is the property?
- Where is the property located?
- What is the property being used for?
- Is the standard 10 to 15 day business day turnaround acceptable?
HOW LARGE IS THE PROPERTY?
This should be obvious; the larger the property, the more work required. More time is required in the field, more time is required putting together site plans, and there are more adjacent sites that need to be researched.
WHERE IS THE PROPERTY LOCATED?
Industrial vs. Commercial vs. Residential
The fee for a residential property is less that a commercial property which is less than an industrial property. In industrial areas, there may be many surrounding sites that will need to be researched. Commercial properties may still have surrounding sites that require research but there should be less than industrial sites. Typically, there are very few, if any, surrounding sites requiring research at a residential property.
Established Area vs. Recent Development
The Phase I ESA must research the history of a property from when it was first used and investigate the history of adjacent sites. As a result, properties located in areas that have been established for a long time (such as downtown Seattle or Los Angeles)
Proximity To Our Offices
Our Phase I ESA fees do not increase for any property located within a two hour drive of our offices. For properties located outside of this radius, there may be travel related fees but we usually do not charge extra time for travel.
WHAT IS THE PROPERTY BEING USED FOR?
The use of the property will determine how much time will be needed to write the Phase I ESA report. A manufacturing site will require more work due to the amount of chemicals being used and multiple areas of chemical use and storage. Dry cleaners, on the other hand, have limited chemical usage and those chemicals are usually confined to a small area of a property. The use, storage, and disposal operations on every operation will need to be evaluated for the Phase I ESA.
Turnaround times for Phase I ESAs are typically ten to fifteen business days. Because Phase I ESA reports require responses from regulatory agencies, All Phase Environmental can't always dictate when a report will be completed. Some agencies have on-line records available which results in a fast turnaround while others may take three weeks just to tell us that they have no files for a particular address. There are some steps we can take to increase the turnaround time to less than ten business days.
